JUVENILE CRIME: Robbery Trend Causes Alarm

"About 42 percent of the people arrested and charged with robbery in the District this year have been 17 years old and younger... Ramsey and Mayor Anthony A. Williams (D) said they are hoping that Monday's opening of late-night teen centers will be a deterrent... Ramsey repeated his call for legislation to give investigators access to criminal records of repeat and dangerous juvenile offenders. Those files now are protected by privacy laws. ... Teenagers can find out about other free activities by calling 202-IM-BORED." [Give me a break! Is boredom an excuse to violently rob people? -Ed.]
