JUVENILE CRIME: Robbery Trend Causes Alarm

"About 42 percent of the people arrested and charged with robbery in the District this year have been 17 years old and younger... Ramsey and Mayor Anthony A. Williams (D) said they are hoping that Monday's opening of late-night teen centers will be a deterrent...
